The implementation date for the new Title 24 Energy standards is here as of January 1, 2010.  Any building permit application submitted on or after January 1, 2010 must comply with the newly adopted 2008 Title 24 energy standards.

Here are some of the changes you will see in the Title 24 prescriptive package requirements, which generally serve as the basis for the standard home design in the performance method software programs.

    For the Title 24 residential prescriptive packages which are the least flexible compliance method.

    • Package C – Now allows electric space heat, but has increased most envelope features to offset electrical use.
    • Package D – Standard design framework for performance method (computer). Requires split system air conditioners and heat pumps to be diagnostically tested to verify refrigerant charge and 6% duct losses.  U-factor and solar heat gain co-efficient (SHGC) are 0.40 for most climate zones except 15.
    • Package E – Same as package D, but allows metal frame fenestration u-factors (0.57). To take this credit, the SHGC must be lower and the duct insulation must be higher.

    New requirements for roofing materials.  The introduction of high Solar Reflectance Index (SRI) and high thermal emmitance to meet “cool roof “ requirements.  All roofing products shall be tested and labeled by the Cool Roof Rating Council.

    New infiltration & air leakage requirements must comply with ASHRAE standards 62.2 for mechanical ventilation and minimum operable window area requirements.

    All residential buildings are required to have a whole house ventilation system and must satisfy all requirements to achieve indoor air quality. HVAC systems providing air to habitable areas shall have a MERV 6 filter or better.

    Tankless water heaters have been de-rated by a factor of 0.92 to more accurately reflect the efficiency of these appliances.

    A new procedure called registration will be introduced for all homes that require HERS verification. The Title 24 Energy Consultant does the registration when the project is ready for submittal.

    Lighting requirements did not change from 2005.  Many LED’s and GU24’s can now meet the high efficacy lighting requirements with a few stipulations.

    For the performance methods of meeting your Title 24 project needs, the software is going through a few changes. The new software will offer different ways to trade-off design features to achieve compliance. We will continue to utilize these trade-off features to enable you to retain your designs the way you created them.

    There is a new method of modeling attic spaces and slab gains and losses.
